CHANGING THE NAME OF POSTMAN AS POSTMASTER

Will the Minister of COMMUNICATIONS be pleased to state:

 

(a) whether Government has changed the designation of Postman distributing letters in villages to Postmaster;

 

(b) whether this change in designation has been done only in the State of Rajasthan or it has been done at national level;

 

(c) whether it is a fact that the pay scale of Postmaster ranges from ` 4500 to ` 13,000;

 

(d) whether this pay scale remains even lower than that a Central fourth class employee; and

 

(e) if so, the steps being taken by Government to provide proper pay scale to Postmaster distributing mails from one village to another?

(a) No, Sir. Gramin Dak Sevak Branch Postmaster (GDS BPM) or Gramin Dak Sevak Mail Deliverer distribute letters in villages.

 

(b) Does not arise in view of (a) above.

 

(c) No, Sir.

 

(d) Yes Sir. However, there is no comparison in the pay scales of these two cadres since Central fourth class (now termed as Multi Tasking Staff – MTS) are regular employees whereas Gramin Dak Sevaks are part-time sevaks.

 


(e) The allowances of Gramin Dak Sewaks are revised periodically as in the case of Central Pay Commission.

Sub:-    Request for clarification in r/o PAs joined under surplus quota----- Transfer of Divisional Cadre officials of Andhra Pradesh Circle and Telangana Circle---reg.
Ref:-    DOPT letter NO.12-01/2017.SPB-II dated 10.02.2017.

            This union submits that as per the letter cited under reference above, the Chief Postmaster Generals of both Andhra Circle and Telangana Circle are directed to call for the options from Divisional Cadre officials i.e. PA/SAs working in operative/administrative offices of Andhra Pradesh and Telangana Circles by 31.03.2017 for Inter Circle Transfer under Rule 38 under one time measure.
            It is further submitted that some relaxations are conveyed by the competent authority while sending the above orders. The eligibility of minimum service of 5 years for the above one time measure Inter Circle Transfer under Rule 38, has been relaxed to 2 years only in respect of Direct Recruits in PA/SA cadre. But there is no any specific mention about the cadre of officials of PA/SAs who joined under Surplus quota, for whom the condition of eligibility of minimum service of 3 years is to be required for general Rule 38 transfers. Their minimum service condition of 3 years might have been relaxed to at least to 1 year for the above one time measure Inter Circle transfer under Rule 38.
            Hence this union requests you kindly to see that the eligibility condition of minimum service of 3 years for the above one time measure Inter Circle Transfer under Rule 38, is relaxed to 1 year only in respect of the officials of PA/SA cadre who joined under Surplus Quota, by taking into the consideration of above things, for which act of kindness, I shall be ever grateful to you Sir.
